Head of ‘Naftogaz Ukraine’ Andry Kobolev reported that the foreign company or the consortium of the companies that will be involved in the management of the Ukrainian gas transportation system (GTS) will also hold the control packet and control all work of the GTS as the correspondent of 112.ua reported.
‘We consider the variant when the consortium will control all work of the GRS and it will hold the control packet and it is an important moment and important condition that we heard from all participants. Will it be the concession or the lease financing is under consideration. I can definitely say that the purchase of the main pipelines is out of question’, Kobolev said.
He also noted that there are also the foreign companies that are interested in the Ukrainian gas transportation system despite the Italian Snam S. p.A and Slovak Eustream a.s. As it is known, two companies signed the memorandum with the ‘Ukrtransgaz’ in April on the mutual understanding towards joint estimation of the possibilities of the cooperation and development of the GTS.
‘As far as I can see, the second consortium is not named. It is not correct to talk about them until they will reveal themselves’, Kobolev said and noted that Russian ‘Gazprom’ is definitely not on the list of the potential partners of Ukraine. ‘Russia is not included in the list of the countries that can legally become a member of this consortium’.
At the same time, he noted that he finds the attraction of the foreign partner to the management of the GTS to be right because it is the only guarantee to make the return to the old schemes impossible.
‘Naftogaz-Ukraine’ is obliged to hold the unbundling and separate the function of the gas transportation to a particular structure in the demand of the IMF and Secretariat of the European Energy Community. The Ministry of Energy and Coal Industry insists that the GTS should be passed to the state company ‘Main Gas Pipelines of Ukraine’ that is under the management of the ministry. At the same time ‘Naftogaz-Ukraine’ that owns 100% of the shares of ‘Ukrtransgaz’ reported on the holding of the inner re-organization of the company and creation of the office ‘Operator GTS of Ukraine’.
The volume of the transportation of the natural gas in the Ukrainian GTS is planned in the volume of 74 billion of cubic meters in 2017, while the average-weighted rate of the transportation through Ukraine is 2.65 dollars for 1 000 cubic meters per 100 kilometers.
