Owing to changes of control over customs clearance, precisely the smuggling fight will replenish the budget for 3.8 billion dollars a year. Arsen Avakov, the Minister of Internal Affairs claimed this after the meeting with the representatives of business, according to the correspondent of 112 Ukraine.
Today, we have held a meeting jointly with the Ministry of Finances and the State Fiscal Service of Ukraine where we were stressing the cooperation with business-associations at the moment of the change of the control system over customs clearance. It is about the prevention smuggling flows that harms our budget for 3.8 billion dollars a year, according to our assessment. Our main purpose is to prevent interruption of fair business by our new action system and measures so that business operates properly. Also, we want to be supported by legal business structures. The result would be 3.8 billion dollars a year,' the Minister claimed.
There is a resistance of bodies and particular officials to the smuggling fight. 'They are used to a different way of things,' the Minister said. There are certain bodies that are serving serve illegal schemes that allow tax evasion. When a silent war erupts in the halls of power, I am addressing the representatives of business for clear positioning. Because except for the money we obtain from the budget we will have a cumulative effect of the economic growth.
There is a decree of the Cabinet of Ministers and errand of the Minister where the new rules are prescribed, according to which both the State Fiscal Services and the Security Forces will take a number of comprehensive decisions and measures. They will comply with the current legislation but involve a new order. That will be joint control groups, a special order of analysis and special control procedures in international and Ukrainian waters. 'We believe in the result of the measures that are not non-recurrent,' Oksana Markarova, the Acting Head of the Ministry of Finances claimed this at the meeting. The main purpose of today's and previous meetings that we held with business is to establish a clear feedback. The rules changes are aimed to eliminate illegal schemes.
As we reported earlier, the Cabinet of Ministers adopted a decree on the realization of the experimental project on creation of conditions to prevent customs tax evasion. In order to identify instances of customs infringement, the Police has a right to be at the border crossing points.
Also, the Police officers and the officials of the Ministry of Internal Affairs have gained access to Inspector-2006, the automated system of customs procedures.
Starting on September first, the Ministry of Internal Affairs and the State Fiscal Service of Ukraine have to monthly report on the progress of the experiment and suggestions on legislative amendments based on results of the experiment.
The decree came into force since June 21, 2018.
