President of Ukraine Volodymyr Zelensky plans to offer the idea to create the municipal guard in the occupied Donbas. It is supposed to consist of Ukraine's National Guard fighters, OSCE members and representatives of so-called "people's republics". Zelensky is expected to submit the offer during the Normandy Summit in Paris.
Espreso.TV reported that quoting the head of the state on December 6. The President said it was one of his team's ideas.
It is crucial that "those from the other side who opened fire and killed people" cannot be recruited.
Zelensky never specified if these patrol teams should comprise of three people in each - one each from Ukraine, OSCE and the militants, or there would be a proportional division.
The President also claimed he was not going to succumb to his Russian counterpart Vladimir Putin during the meeting in Paris. Zelensky added he'd rather return from the summit with empty hands than betray Ukraine's interests.
The Kremlin refused to comment on the issue, while leader of the so-called "Donetsk People's Republic" Denis Pushylin said such offer contradicted Minsk agreements.
