Arsen Avakov, the Interior Minister of Ukraine claimed on the necessity to adopt law ‘On collaborators’ that will concern citizens of occupied territories as Ukrayinska Pravda reported.

According to him, the law should concern ordinary citizens who were forced to live and work in the occupied territories.

‘Its essence is quite simple: we need to define the level of the alignment. Whether the level of the cooperation with the occupation authorities is critical or a person was in such circumstances that he cannot be denunciated or, in the number of cases, despite the actions, does person deserve the social forgiveness? It is quite a difficult issue; it concerns level of the compromise inside the society. It is a life of our people in difficult conditions and we should talk about this honestly’, he said.

According to a minister, the adoption of the law ‘On collaborators’ is compulsory because it is necessary to determine the status of each person – whether he is victim of partakes, not critical participator or must be denunciated.

‘If a person worked in the officer it is either inevitably, good or bad. But the society adopted a law and you will not be punished for this. If a person shot the Protestant ministers in Sloviansk and buried them in the pit, and it is a real case, there is no place for a compromise: a person should answer to justice’, he explained.

Also, Avakov noted the necessity to adopt the law on the amnesty.

‘After this (the taking of the particular regions under control of Ukraine and holding of the election), Ukraine should adopt the law on the amnesty. It should concern everyone, except those who have blood on their hands, who killed our soldiers, participated in the repressions against the civilians. They are the criminals for our state and should be punished as the amnesty does not concern them’, Avakov added.
