
First Deputy Chairman of the Ukrainian delegation to the Trilateral Contact Group (TCG) Vitold Fokin opened up on the details of the plan to create a free economic zone in Donbas. This was discussed in an interview with Ukrainian Radio.
"The program I am working on now with the author of the idea is set to use the method of superficies, to give the legal right to provide land under the jurisdiction of powerful leading countries. That is, the government does not lose control over the use of this land, the land does not lose its statehood, but it is given into the hands of a person who even has the right to inherit it," Fokin said.
In his opinion, such a mechanism of land management in Donbas guarantees the security of investments. Otherwise, no investor in the world is going to invest in a ruined region because there is no motivation for it.
As we reported earlier, Fokin proposed to create an interim government in certain areas of the Donetsk and Luhansk regions in order to hold local elections there.
"I fully agree that security must be guaranteed before elections are held. And by what means it is up to the country's leadership. As one of the means, I would suggest using the mandate of the Security Council and creating an interim international government in these territories," he stated.
