The responsibility for the fatality and another two casualties among OSCE observers in Donbas lies within the political and military leadership of the Russian Federation. Oleksandr Turchynov, the head of Ukraine’s National Security and Defense Council said that as quoted by the Council’s press service.
‘This explosion is a well-planned terrorist act against the OSCE SMM in Donbas. The Russian leadership that has been in control of the occupied territories of Donbas is fully responsible for this attack. No action of the hybrid troops comes unnoticed or unarranged with the Russian general staff,’ he said.
Turchynov assumed the militants wanted the Mission to stop patrolling the occupied areas of Donbas, so that the Russian military leadership would be able to plan more large-scale provocations. He added that both the pro-Kremlin militants and the Russian officers from the Joint Centre for Control and Coordination were aware of the actual route of OSCE vehicle and did nothing to prevent the attack and the following casualties.
