Zakharchenko claimed that the document is the violation of the Minsk Agreements and disrupts the peaceful settlement of the conflict.

'This law will untie hands of the Ukrainian military. All that they could not do earlier is available for them on the so-called 'legal' grounds. It completely violates the Minsk Agreements. Ukraine intends to make war and creates the legal platform for this', Zakharchenko claimed.
