Ukraine in Minsk insists on primacy security issues and OSCE border control

OSCE observers raised the question of non-admission to disarmament areas

The Ukrainian side in the Trilateral Contact Group insisted on the fact that the implementation of political and economic points of the Minsk agreements should be preceded by security issues implementation. This was reported by Leonid Kuchma’s Press Secretary Daria Olifer on Facebook.

"The security issues are reference point for the whole Minsk process. The ceasefire and a lasting peace are essential conditions for progress in solving the humanitarian, political and economic issues", wrote Olifer.

She also recalled the importance of taking control of the Ukrainian border by the OSCE observers.

"A special role should be assigned to the OSCE for the uncontrollable part of Ukraine. Ukrainian-Russian border should be guarded by the armed OSCE mission. There is a protocol dated September 5, 2014 that ensures the monitoring and verification of the Russian-Ukrainian border by the OSCE observers, however, this point has not yet been implemented", said the Spokeswoman.

She also said that at today's meeting the Head of the OSCE SMM Ertugrul Apakan informed that the mission also does not have access to the places of withdrawal of troops.

Kyiv also requires all parties-signatories to fulfill Minsk agreements, and to return Debaltsevo under the control of Ukraine.

Recall, today there was a meeting of the Trilateral Contact Group in Minsk. The main topic of the meeting was the release of illegally detained persons, as well as the possibility of the ICRC to get access to them.
