The Ukrainian delegation believes that it is critically important to return to full observation of the ceasefire regime and enhance effective control over its fulfillment.

The main goal of an additional complex of control measures over the observation of ceasefire is the improvement of the evidential base of violations of the ceasefire regime that cannot be reached without extra access of the OSCE SMM to controlled territories.
