Letter from Leonid Kuchma, former president of Ukraine and Chairman of the Ukrainian delegation to the Tripartite Contact Group, was published by the Russian newspaper Kommersant, which was addressed to OSCE representative Martin Sajdyk and contained the allegedly agreed text of the Steinmeier formula. This was reported on the website of the newspaper.
Similar letters were sent to the OSCE representative by the other parties to the Tripartite Contact Group (Russia and the OSCE). According to the newspaper, this format is due to the fact that Kuchma refused to put his signature next to the signatures of the mercenaries’ representatives of Donetsk People’s Republic and Luhansk People’s Republic. Sajdik himself sent a letter to the OSCE Chairman-in-Office Miroslav Lajcak.
On behalf of Russia the formula was agreed by Boris Gryzlov, from DPR - Natalia Nikonorova, from LPR - Vladislav Deynogo.
"This law shall enter into force at 20:00 local time on the day of voting in early local elections in separate districts of Donetsk and Luhansk regions, which are appointed and conducted in accordance with the Constitution of Ukraine and the special law of Ukraine governing early local elections in the aforementioned districts.
