“I wouldn’t say that Surkov was authorized to take any actions in the talks with Kurt Volker, so I'm not sure what that really means for Ukraine. Surkov was never able to order the FSB or the GRU how to act in the Donbas area, so he just faked the negotiations,” the expert said.
