The soldiers and officers of the law enforcement bodies have gotten the number of the special powers during the holding of the Joint Forces Operation (JFO) that will start on April 30. The number of the powers is contained in the order of the Command of Joint operation headquarters published by Interfax-Ukraine.
Particularly, the soldiers can use the weapons and special means in the case of the extreme urgency against people who committed or are committing a crime or any actions impeding the fulfillment of the legitimate demands of the people involved to the fulfillment of the measures on the provision of the national security or defense, response or containment of Russia’s armed aggression or actions connected to the unauthorized attempt of the penetration to the region of such measures.
The members of the operation can detain or transport people to the National Police, check the documents of the civilians and officials and detain them in the case of the absence of the document until the identification of the person.
Moreover, the JFO soldiers can inspect the personal belongings and vehicles, temporarily restrict or ban the movement of the vehicles or pedestrians at the street and roads, to not allow the vehicles or people to the separate parts of the area and objects.
The JFO members can enter the accommodations and other buildings, territories of the enterprises, establishments and organization, to use the communication means and vehicles owned by the civilians (with their consent), enterprises, establishments and organization for the official purposes. However, it does not concern the vehicles of the diplomatic, consular and other offices of the foreign countries and the international organizations.
The territories of Luhansk and Donetsk regions will be conditionally separated for a few zones since the beginning of the Joint Forces Operation.
On April 13, Petro Poroshenko, the President of Ukraine claimed that the Anti-terrorist operation in the East of Ukraine is to be renamed in the Joint Forces Operation since April 30, 2018.
The format change of the Anti-terrorist operation to the Joint Forces Operation is provided by the law on Donbas reintegration. According to the law, the Joint Operation Headquarters is the main HQ in the Donbas conflict zone. It will be responsible for forces and means of the Armed Forces of Ukraine, other military formations, Internal Ministry, the National Police, which are involved in the “deterrence and rebuff of Russian aggression in Donetsk and Luhansk regions”. The law enforcers, military servicemen and everyone involved in the counterwork against the aggressor, report to the Head of the Joint Operation Headquarters.
The Joint Force Commander participated in the deployment of the forces and the development of the action plans in cases of unexpected circumstances to use the Armed Forces and Security Forces. The Commander has a right to report to the President about the readiness and the progress the Joint Forces tasks. The President is to approve the idea to implement the Joint Forces Operation.
As it was reported earlier, Poroshenko appointed Serhiy Nayev the Joint Force Commander.
