Russian forces, which were deployed in Donbas have been paying efforts to speed up the process of issuing Russian passports to Donbas residents under the simplified procedure. The press office of Ukraine's Defense Ministry reported this May 2.

'There's powerful propaganda of simplified procedure of provision of the Russian citizenship; unit commanders specify information about servicemen who either have IDs of LNR or DNR, or do not even have any passports at all', reads the message.
