The decree of Russian President Vladimir Putin on recognition of LNR-DNR documents of Donbas residents was signed exclusively for humanitarian purposes. This was stated by Russian Foreign Minister Sergei Lavrov during a dialogue with journalists in Munich, reports Interfax.
"Purely on humanitarian grounds, at a time until Minsk agreement will be fully implemented, until all that is required to be resolved in accordance with Minsk package of measures, will be resolved - the presidential decree allowed to accept those IDs of Donbas residents from Donetsk and Lugansk, in order that they can enter Russia legitimately, and then move on railroads, air transport in Russian Federation territory", Lavrov said.
Russian Foreign Minister said that the residents of Donbas "are constantly subjected to various blockades, various restrictions."
"They can not receive pensions, social benefits, can not have normal access to health services, given that many medical institutions in Donbas were destroyed or severely damaged, can not, in fact, travel, taking into account, the large number of families, relatives and friends who live on both sides of the border between Donbas and Russian Federation ", said the Russian minister.
