Russian Emergency Ministry claimed that the 99th convoy of vans with "humanitarian aid" was sent to Donbas. According to the Russian authority, 119 tons of humanitarian aid were delivered in Donetsk and Luhansk regions; there are medicines and medical equipment on board.

At that, Ukraine's Foreign Ministry responded to this incident. "The Ministry decisively protested (...) due to another action of internationally illegal action against Ukraine's sovereignty by the Russian side", the message said.  

The Ukrainian authoority claims that sending the humanitarian cargo by the Russian side was completed illegally, in breachf of the Ukrainian law, and conditions of delivery of humanitarian aid, which were previously agreed between Ukraine, Russia and the International Red Cross Committee.

Ukrainian border guards could not perform any checking procedures at Donetsk and Matviiv Kurgan checkpoints, which is foreseen by the Ukrainian law and the norms of international law, including bilateral international agreements. 

Russia has been sending "humanitarian" convoys to Donbas since the beginning of the conflict in 2014.
