There’s a high threat of large-scale military actions in eastern Ukraine, if the opposing sides do not withdraw their heavy weapons from the division line in Donbas. Ivan Simonovic, UN Assistant Secretary on Human Rights, said this on July 7, while speaking at the OSCE Permanent Council session (Radio Liberty).

Simonovic urged the sides to implement all provisions of Minsk agreements. ‘Minsk is the best chance to reach stable peace’, the official said. According to him, at least 31,350 people suffered in the conflict; about 9,500 of them deceased. In June alone, the Office of UN High Commissioner on Human Rights reported 69 victims among civilians. Simonovic stressed that in 60 percent of cases, people were killed by shells from heavy weaponry, which, under the Minsk agreements, should have been withdrawn by now.
