President of Russian Federation Vladimir Putin stated that Russia is not present in Donbas, but noted that militants received tanks and heavy artillery from the countries, which sympathize with them. He said this at a press conference, Ukrainian Pravda reports.

"There are no foreign troops. Yes, there are local police, local self-defense forces. They are made up of local citizens. Local citizens," Putin said.

Putin noted that the militants received heavy artillery and tanks from states that sympathize with them: "But this is their equipment, not foreign".

According to Putin, "there are local citizens fighting in Donbas".

President of the Russian Federation also said that he would "reveal the secret" of the first meeting in Minsk, and stated that the fifth president of Ukraine, Petro Poroshenko, allegedly recognized the power of the so-called Luhansk People’s Republic and Donetsk People’s Republic when he demanded the signatures of the militants to be put under the Minsk agreements.

As we reported earlier, Ukrainian President Volodymyr Zelensky, Russian President Vladimir Putin, French President Emmanuel Macron and German Chancellor Angela Merkel met on December 9 in Paris at the Normandy Summit.

French President Emmanuel Macron said the aides to Presidents and Foreign Ministers of the Normandy Four will prepare a new summit in four months.

"We now need to instruct the foreign ministers, as well as the Presidents' aides, to agree on political and dangerous conditions in order to complete all the prerequisites for the city elections in four months," Macron said.
