Russian president Vladimir Putin spoke in person with leaders of the self-proclaimed ‘people’s republics’ in Donbas; the head of the Russian state offered them to finalize the process of prisoners exchange in Donbas.
‘Russian state-run news agency TASS on November 15 quoted Kremlin spokesman Dmitry Peskov as saying Putin spoke by phone with separatist leaders Aleksandr Zakharchenko of the Donetsk region and Igor Plotnitsky of Luhansk. The conversations came after Putin earlier on November 15 promised Viktor Medvedchuk, leader of the pro-Russia Ukrainian organization Choice, that he would speak to the separatists about a prisoner exchange with the authorities in Kyiv. "Putin told them that he had supported Medvedchuk's proposal on large-scale exchanges of people held by both sides," Peskov said’, writes Radio Liberty.

Earlier, Yury Grymchak, the Deputy Minister of Temporarily Occupied Territories said that Putin's negotiations with militants prove Russia's involvement and support of mercenaries in Donbas.
President of Russia Vladimir Putin promised to discuss the issue of exchanging Donbas detainees with the commanders of the Russia-backed militants in Donbas on November 15. It is noted that it was pro-Russian Ukrainian politician Viktor Medvedchuk who addressed President Putin on the issue.
