Russian President Vladimir Putin believes that the Ukrainian authorities have deliberately refused to fulfill the political part of the Minsk agreements regarding Donbas. In particular, this he said at a press conference on the results of the BRICS Summit in Goa, informs  "Interfax".

"I know that my colleague, President Poroshenko again tries to shift some responsibility on Russia, citing the unresolved security issue. I think that this is just an excuse to do nothing in the political sphere." - He said.

At the same time, Putin stressed that in security issues the parties should "go, at least in parallel." "Without this it will be impossible to reach a settlement", - he said.

He also stated the need to consolidate the provisions in Ukrainian Constitution of adopted by the Rada law on the special status of the Donetsk and Lugansk regions.

According to him, if all this will not done, it means that Kyiv is not ready to solve the problems in the south-east of Ukraine.
