The battalion of militants Zorya, the leader of which in 2014 was a person who is currently a so-called head of the "Luhansk People’s Republic" Igor Plotnytskiy shelled already occupied by militants Luhansk at that time. This was reported by the former self-proclaimed “LPR” leader Valeriy Bolotov in his interview for Rosbalt.
Lugansk militants also shelled from other battalions, not only with Zorya, according to Bolotov.
When asked whether it was true that Zorya, commanded by Plotnytskiy arranged provocations and shelled Lugansk in summer 2014 "Yes. And not just Zorya” Bolotov replied. Many people who had to carry out sabotages and obstruct discipline were sent here. And Zorya had the highest percentage of these "saboteurs”.
"I one time ordered Teslyarskiyto assemble a battalion to protect legal order in the city, to participate in combat operations and to protect borders of the “LPR”. However, as it turned out, the battalion "worked" for someone else. I tried, but I did not have time, resources and opportunities to always stay close and monitor the recruitment of people. I trusted Teslyarskiy, and he formed a battalion "for himself". These people obeyed Teslyarskiy orders, not mine," Bolotov said.
He also announced that many times he gave orders to seize the airport (obviously talking about Luhansk airport), but it was Plotnytskiy who sabotaged these instructions.
According to the Security Service, Valeriy Bolotov worked for the FSB. He was an active partaker of the in the eastern Ukraine, in particular, in the seizure of the SBU in the Luhansk region. He was allegedly elected as so-called "People's Governor". He announced his resignation and went to Russia in August 2014. Igor Plotnytskiy took his place in the "LPR".
Note that the militants regularly shell the territories under their control in Donetsk and Luhansk regions, accusing forces ATO of doing it.
