He also announced that many times he gave orders to seize the airport (obviously talking about Luhansk airport), but it was Plotnytskiy who sabotaged these instructions.

According to the Security Service, Valeriy Bolotov worked for the FSB. He was an active partaker of the in the eastern Ukraine, in particular, in the seizure of the SBU in the Luhansk region. He was allegedly elected as so-called "People's Governor". He announced his resignation and went to Russia in August 2014. Igor Plotnytskiy took his place in the "LPR".

Note that the militants regularly shell the territories under their control in Donetsk and Luhansk regions, accusing forces ATO of doing it.
