People that did not want to return to the occupied territories of Donetsk and Luhansk regions came to Horlivka, Donetsk region to the prisoners’ exchange to announce itpersonally. Mykhailo Chaplyga, the ombudsman of Ukraine reported this to 112 Ukraine.
‘In fact, it is the beginning of the second stage when first of all the lists will be checked, then the exchange of the documents takes place, then an online-verification, the last stage when a person is free but included in the lists of the occupied Donbas. Those people expressed the initiative to come and personally announce that they want to stay in the territory controlled by Ukraine and to show the desire that they do not want to be exchanged. And only later the procedure of the prisoners’ exchange will take place’, Chaplyga claimed.
He added that the issue is about 5% of prisoners mentioned in the lists for the exchange.
‘About 5% of people that were mentioned in the lists for the exchange and it was spotted, including the representatives of the mothers from the occupied Donbas. These people were verified as those that did not want to participate in the exchange and were excluded during the negotiation in Minsk’, Chaplyga specified.
Iryna Gerashchenko, the representative of Ukraine in the Trilateral Contact Group on Donbas, Valeria Lutkovska, the ombudswoman, the representatives of the Red Cross and the representatives of the militants were present at the place of the prisoners’ exchange.
Petro Poroshenko, the President of Ukraine and Stepan Poltorak, the Defense Minister of Ukraine are in Donbas. They control the procedure of the exchange as the spokesperson of Poroshenko reported on Facebook.
It is noted that Ihor Kozlovsky, Volodymyr Fomichev and Oleksy Kyrychenko were among the released prisoners. Also, Vladyslav Ovcharenko, Artem Akhmerov and Eduard Nedeliaev were released as Kostyantyn Reytsky reported on Facebook.
Earlier we reported that Ukraine and Donbas militants have finished exchanging prisoners. 74 Ukrainians were exchanged, as planned.
