The human rights activists referred to their sources in the "Migration Service" of the occupant administration in Donbas.
As of December 19, 583,143 residents of the occupied part of Luhansk region received "LNR" passports; as of December 15, 671,631 residents of the militant-controlled part of Luhansk region received "DNR" passports.
Meanwhile, 168,381 Russian passports were issued to residents of Luhansk region, and 273,461 were issued for those living in Donetsk region.
According to the human rights activists, the Kremlin demands that occupant authorities in Donetsk and Luhansk regions increase the rate of issuance of Russian passports. A lot of people from occupied territories leave to Russia for various reasons, including working, studying and treatment purposes.
