OSCE observers recorded a column of military equipment first noticed near Debaltseve, Donetsk region, and then, in OSCE’s opinion, it is likely that the same column was heading towards Luhansk. This was reported on the OSCE's Facebook page.
"The SMM patrol recorded a column of vehicles consisting of at least 6 military-type trucks, 2 armored personnel carriers, 1 installed anti-aircraft system (ZU-23), as well as more than 20 civilian vehicles without license plates with at least 50 armed persons on the road near Debaltseve, Donetsk region. Probably the same column moving towards Luhansk was later seen by another SMM patrol in the village of Vesela Tarasivka (15 km to the west from Luhansk), "the OSCE report says.
Also, the OSCE reported about machines of military type and the presence of armed persons around the building of the so-called "Ministry of Internal Affairs of LNR".
As it was reported earlier Russia-made armoured vehicles crossed the militant-held section of Ukraine’s state border and entered Luhansk; it took place on Krasnodon district of Luhansk region, where Ukraine’s border guards have no access to the border line.
Users of social networks uploaded videos with Russian tanks on the city’s streets on Tuesday – the same day when well-armed masked fighters appeared in Luhansk.
