OSCE notes split in Joint Control Center

There is the disorder in the Joint Control and Coordination Center, thought the development of a mechanism of joint work of the Control Center is a responsibility of Kyiv and Moscow. This was stated by the Principal Deputy Chief Monitor of OSCE SMM to Ukraine Alexander Hug, reports Interfax-Ukraine.

"There is a kind of split in the Joint Center, Russian officers are on uncontrolled by the government territory and Ukrainian officers are on the territory controlled by the government. There are also exceptions in this situation when Russian officers of the Center are on the Ukrainian side, and Ukrainian officers are on the opposite side. To develop a regime in which The Center will reflect its name of the Joint center is a duty that lies with the two capitals of the countries, " he said.

Hug believes that a solution can be found through dialogue. "So we certainly welcome a more active dialogue and a greater number of joint actions, not only from the Center’s side, but from all parties involved ... To achieve this it is necessary for people to sit at the negotiating table and agree on how to work together, not separately, " he said.

Hug also said that the Control Center plays a key role in promoting the establishment of a complete ceasefire and rapid response to such violations as an obstructing activities of the OSCE SMM.

Earlier it was reported that OSCE announced an unacceptably high number of “silence regime” violations in Donbas and demanded disengagement.
