The OSCE SMM documented the reduction of the number of attacks during the so-called “grain ceasefire "in Donbas. Yet, the “primary cause of the violence has not been eliminated”, as Oleksandr Hug, First Deputy Chairman of OSCE SMM, informed Hromadske Radio.
“At first, we recorded the decrease of the violations number to double-digit figures, but we have noticed an increase over the past 24 hours, the number of violations reaches triple-digit levels. It is just a temporary relief for civilians, who are carrying a burden of violation, which we are still recording,” Hug stated.
According to him, the root cause of the violation is a close location of Armed Forces positions and illegal formations and the deployment of heavy weapon.
“What is required for this ceasefire? To take the opportunity and give other orders. For instance, an order to conduct the disengagement of forces and means in the places where the positions are too close to each other. An order to withdraw heavy weapon. New agreements should not be made, the existing ones should be implemented. For that, we need will, right message and communication. These measures should be taken on the reflecting principle,” Hug believes.
