Minister of Foreign Affairs of Ukraine Pavlo Klimkin says the OSCE Special Monitoring Mission to Ukraine doesn’t have the possibility to control the situation on the part of Donbas that is not under the control of the Ukrainian government, as he said in a joint press-conference with his German counterpart Sigmar Gabriel, according to Interfax-Ukraine.
“Russia continues the tactics of controlled escalation in Donbas. We see it all not only through the attacks, but from the fact that the OSCE can’t really control what is going on on the occupied territories,” he said.
Klimkin also noted that Russia leaving the JCCC is also the continuation of this tactics.
The Joint Centre for Control and Coordination is the group that supervises that the sides of the conflict in Donbas abide by the Minsk protocol. It used to consist of representatives of Ukraine, Russia, and the militants. The centre started working on Sep. 26, 2014 in Soledar, Donetsk region. However, Russia withdrew its officers from the organization on Dec. 19.
