Leaders of the Normandy Four member countries discussed presence of the OSCE armed mission in Donbas; the parties agreed that the mission should be there only for the period of local elections. Interfax reported this with the reference to a source in the security subgroup of the Normandy Four.
‘We were talking about keeping an armed mission during the period of elections, if they take place at all, so as to provide security’, the source said.
Previously, Ukraine’s President Petro Poroshenko summed up the meeting of the Normandy Four on October 19 in Berlin; according to him, Germany, France and Russia supported the idea to bring the armed OSCE mission to the specific areas of Donbas that are out of Ukraine’s control. The mission is supposed to guarantee the civilian security in these areas during the local elections – ‘when the security conditions are suitable for holding such elections’.
