National Police and National Guard of Ukraine from 14 November move to heightened alert regime of service. This was stated on 112 Ukraine by advisor to the head of the Interior Ministry Zorian Shkiryak.
"We fully support the position of our colleagues from the Security Service. All information they stated today, lies in the canvas of made public Vladislav Surkov's correspondence, and this is true. During this period, there would be an increased terrorist threat, in particular, in Kyiv and several regions of which we will inform later.
On November 14 the National Guard and National Police subdivisions are moving on heightened alert regime. In the period of protests and rallies, the National Police and the Security Service will use all means and forces to disrupt all actions attempting to destabilize the situation in Ukraine. They will use metal detectors and operational activities", said Shkiryak.
According to him, during this period (15-25 November) in Kyiv streets can be closed, and also may be limited movement in connection with mass gatherings.
As reported earlier, SBU announced that they are having the documents, indicating of the existence of the plan to destabilize the situation in Ukraine in November. The plan is called Shatun. According to the Service, this information is affirmed by the correspondence of the adviser of the Russian President Vladislav Surkov. The operation includes mass protests all over Ukraine to discredit governmental authorities.
The start of the actions is planned to November 15 – the protest of bank depositors.
The plan is:

- Protests are planned to turn into blockade of governmental institutions, expanding reclamations and requirements to the authorities
