Illegal armed groups must allow maintenance crews to restore water, gas and electricity. This was agreed during the Trilateral Contact Group meeting in Minsk, according to Daria Olifer, the press-secretary for Leonid Kuchma, representative of Ukraine in the TCG.

“Representatives from Donbas must provide necessary and secure operating conditions for the maintenance crews, which will restore water, gas and electricity supply in the areas of Avdiivka. The city is remaining on the verge of humanitarian and industrial disaster, all the responsibility for these events will lie on militants,” Olifer wrote on Facebook.

Apart from that, Minsk contact group agreed to allow OSCE full access to the areas of hostilities in Donbas.
