"Since early 2018, the OSCE SMM continues to register cases of threats, restrictions on access to military facilities and freedom of movement of its patrols on the territory temporarily uncontrolled by the government of Ukraine," the report said.
It is noted that at the same time "populists from the ORDO / ORLO simulate activities", having issued the second "order" for the last 6 months on prohibiting the unjustified restriction of the freedom of movement for OSCE observers.

The Ukrainian side of JCCC notes that this indicates the populist nature of the published "orders" and the lack of interest of "the leaders of quasi-state entities and their Russian curators" in monitoring of the implementation of the Minsk agreements by the militants and compliance with the ceasefire in eastern Ukraine.
