Valeria Lutkovska, the Ukrainian Parliament Commissioner for Human Rights spoke on the negotiations with the so-called ‘ombudswomen’ of the Donetsk People’s Republic and Luhansk People’s Republic in the exclusive comment to 112.ua.
‘As at today, unfortunately, the situation formed in such way that the detention facilities remained in the occupied territories and they were not transferred to the territory controlled by Ukraine as the president of Ukraine ordered and there are also imprisoned people. 20% of all detention facilities were in Donbas and the part of them that remained there. In fact, today I am the only person who deals with the issue of the return of such people from occupied Donbas to Ukraine’, she explained.
Lutkovska specified that it is easier to communicate with the representatives of Donetsk People’s Republic. ‘We succeed to transfer 166 people from the occupied territory of Donetsk and they serve the sentence in the territory controlled by Ukraine in accordance with the Ukrainian legislation. The talks with the representatives of the Luhansk People’s Republic still continue and unfortunately, we did not succeed to transfer anybody from there within the agreements’, she said.
According to the messages of the pro-Russian militants, Daria Morozova is the ombudswoman of the Donetsk People’s Republic and Olha Kobtseva is the ombudswoman of the Luhansk People’s Republic. They were present during the large-scale prisoners’ exchange on December 27, 2017.
