Hug names reasons of violence in Donbas

The Deputy Head of the OSCE SMM thinks that the increase in the number of OSCE SMM observers will not settle the conflict

One of the main reasons for the ongoing violence in Donbas is hidden in politics, as Alexander Hug, Deputy Head of the OSCE SMM, said in the interview for Kommersant.

“It’s the 14th time (of the “school ceasefire”, - ed.) when the sides “reconfirm” their commitment to the Minsk Agreements and announce a ceasefire. This figure speaks for itself. Just think about it: the signatories of the Minsk Agreements have promised to fulfill the obligations taken four years ago 14 times,” Hug noted.

According to him, since the beginning of the new ceasefire, the number of the attacks has decreased rapidly, but then it returned to the same level.

“As a rule, the relative ceasefire lasts no longer than two-four weeks. One of the reasons of the ongoing violence is that Ukraine’s Armed Forces and the armed formations (the so-called “DPR” and “LPR”, - ed.) are still located too close to each other along with their military equipment. Yet, even these basic items are not fulfilled completely,” the Deputy Head of SMM said.

Besides, he thinks that the reason the attacks resumed is related to the political level.

“There is also an idea that the main reason may be hidden in politics and not only in Ukraine's. As I have said, I am absolutely convinced that the situation could be taken under the control if there is a political will,” Hug suggests.

At the same time, he thinks that the increase in the number of OSCE SMM observers will not settle the conflict.

“I am not sure that the increase in the number of the observers will improve the situation in the region. The reaction of the sides in terms of this is more important,” Hug stressed.

He noted that there were no days without attacks during the conflict.

“The violations of the ceasefire occurred every day. Over the past four years, there were no days without violation of the ceasefire and each shot threatens the innocent civilians,” Hug said.

The Deputy Head of OSCE SMM also supported the idea of the negotiations on bringing the peacekeepers in Donbas.

“I can only say that I consider the discussion about the peacekeepers useful. It shows that the present efforts taken to settle the conflict are not enough. Besides, the debates on the peacekeepers broght Donbas on the international media headlines, which is also important,” he concluded.
