OSCE SMM accused militants of the so-called Donetsk People’s Republic (DPR) of inactivity and disregarding of bringing to responsibility the militant guilty in the sexual harassment of the OSCE’s observer. Alexander Hug Deputy Chief Monitor of the OSCE mission in Ukraine stated this during the Skype-briefing from Luhansk.
According to him, such response reflects the militants' approach to any abuse.
‘When they shoot down our unmanned vehicles there is no reaction. Those people who make these violations feel that they are free to do what they want. The impunity prevails without conviction of such violations and this abets them to follow the same way’, Hug added.

Ertugrul Apakan the Head of the OSCE mission in Ukraine appealed to the ‘leaders’ of the Donetsk and Luhansk occupied territories to investigate the incident of the sexual harassment towards SMM’s patrol.
