Citizen of Ukraine Bohdan Maksymenko, who is illegally detained in the Zakhidna penal colony № 97 in the temporarily occupied territory of the Donetsk region, has a congenital heart defect and his condition is deteriorating every day as Ukrainian Parliament Commissioner for Human Rights Lyudmila Denisova reported.

It is noted that on April 10, 2020, people in unmarked military uniforms came to the home of 20-year-old Bohdan. After a search, they seized the equipment and took the boy away. For 73 days, his family was unaware of his whereabouts.

It turned out later that Bohdan was in Makiivka at the detention center of the so-called "Ministry of State Security of the Donetsk People’s Republic (DPR)," which is located in Colony 97. All days the guy was without life-saving medication, and he has a disability of group II because of congenital heart disease: critical pulmonary stenosis, hypertrophy, and dilatation of the right ventricle, dilatation of the right atrium, insufficiency of the tricuspid valve. He was not provided with qualified medical care in the penitentiary institution.

The occupation authorities accuse Bohdan under several articles, in particular, of "calls for extremist activity”.

Denisova noted that such actions against the citizen of Ukraine Bohdan Maksymenko are violations not only of Ukrainian law but also of international law, including the Geneva Conventions of 1949 on the rules of war, the Additional Protocols to the Geneva Conventions of 1977, and the European Convention for the Protection of Human Rights and Fundamental Freedoms of 1950.

"I appeal to the leadership of the ICRC in Ukraine to pay an urgent visit to Bohdan Maksymenko, facilitate his immediate hospitalization and provide him with qualified medical care. And I ask the OSCE coordinator in the humanitarian subgroup of the Trilateral Contact Group Charlotta Relander to personally intervene to provide appropriate assistance. Given the critical state of health of Bohdan Maksymenko, I insist on his immediate release!", Denisova wrote.
