A general amnesty is impossible in Donbas, each case must be considered separately. This was stated by the Prosecutor General of Ukraine Yuriy Lutsenko in an interview with the German Bild.

"Amnesty in Ukraine can be provided only on an individual basis," he said.

"According to the Ukrainian legislation, murders, torture, rape, serious bodily harm and kidnapping do not provide opportunity for amnesty. If this point of the Minsk agreements should be implemented, we will consider the request of every person who wants to be amnestied. If the court determines that a person did not commit the listed crimes, this person can be pardoned," said Lutsenko.

Let us remind that in December Verkhovna Rada of Ukraine supported the draft law №4255 "On Amnesty in 2016" in general and taking into account the proposals of the President of Ukraine. 226 people's deputies voted for the corresponding bill.
