The Foreign Ministry of France expressed regret toward the stop of the discussions at the Trilateral Contact Group on Donbas about the Steinmeier formula’s implementation in the Ukrainian legislation, as the French diplomats stated.
Thus, they commented on the statement of the adviser on the information policy of the Ukrainian delegation at the TCG about the possibility of extension of the law on the special status of Donbas but without the inclusion of the Steinmeier formula in it.
“On December 12, 2019, Ukraine had once again extended the law currently in force to avoid a legal vacuum, demonstrating its commitment to fully implement the Minsk agreements. Since then, discussions have continued within the Trilateral Contact Group under the auspices of the OSCE on the specific means of integrating the Steinmeier formula into Ukrainian law. We regret that these talks have not moved forward for several weeks, leaving Ukraine no other choice but to renew the existing text,” the message says.
The Foreign Ministry of France also reminded that the necessity to include the Steinmeier Formula in the Ukrainian legislation was agreed upon at the Paris Summit in December 2019 by the heads of the states and governments of the Normandy Format. This document determines the terms for entry into force of the law on special terms of the local self-governance of particular areas of Luhansk and Donetsk regions.
Besides, the ministry reminded that France and Germany continue their efforts within Normandy Format to encourage the parties to fulfill the commitments taken at the Paris summit to reach the progress in the establishment of fair and stable peace in eastern Ukraine.
Earlier, Representative of Ukraine at the political subgroup in the Trilateral Contact Group Andriy Kostin stated that the Verkhovna Rada agreed to include the Steinmeier formula in the law on the special status of Donbas.
