Local elections in the occupied territories of Donbas could be held under the single-constituency system. Leonid Kravchuk, the head of Ukraine's delegation in Trilateral Contact Group said so in an interview with TASS.
According to the official, the Ukrainian Parliament was ready to develop the special law on the election in Donbas. But these could only take place after the Ukrainian government restores control over the occupied areas and the section of the border, which are currently held by Russian militants.
Kravchuk added that in the current circumstances, such a local election would be impossible.
The Ukrainian side offers to start with simultaneous demilitarization of these areas, to see to it that all illegal armed units and weapons are withdrawn. Next, Ukraine has to regain control over the border; and then, the Ukrainian Parliament could make steps to pass the law on specific conditions of local elections in Donbas. Eventually, after the election, local authorities will be shaped, and the government will assume responsibilities to create normal living conditions for local citizens.
