Draft law on de-occupation of Donbas declares Russia as occupant

The draft law on ‘Peculiarities of the state policy of restoration of state sovereignty of Ukraine under temporary occupied territories of Donetsk and Luhansk regions’ is published. The proper information reported at Gromadske website.

The draft law provides that ‘the President of Ukraine can make the decision within this draft law to use the Ukrainian Armed Forces of Ukraine or other military formation of Ukraine provided by the laws of Ukraine in Donetsk and Luhansk regions for containment and repulse of the armed aggression of Russia, restoration of the territorial integrity of Ukraine, providing of security and defense of the state line of Ukraine, line of demarcation and holding of the attacks that threaten the lives of the militaries of other citizens’.

Moreover, the president can make the decision to implement the martial law and other decision provided by the Constitution and Ukrainian laws.

It is referred to the creation of the United Operation Headquarters of the Ukrainian Armed Forces that is planned to manage the forces and means in Donetsk and Luhansk regions to provide the national security and defense. The president of Ukraine has to appoint the Chief of this headquarters upon the recommendation of the General Staff.

The law enforcements and other people who involved in the providing of the national security in Donetsk and Luhansk regions comply with the Chief of the United Operation Headquarters of the Ukrainian Armed Forces.

In the meantime, ‘The state of Ukraine does not take the responsibility for the abusive practices of Russia as the state-aggressor and the illegal military formations controlled by Russia and which are situated in separate areas of Donetsk and Luhansk regions’.

The draft law states that Russia is the reason of the armored conflict in Donbas and it occupied the part of the Ukrainian territory. Also, it specifies the number of the international agreements that Russia violated and the regions that are temporarily occupied by Russia.

The aim of Ukraine is the restoration of the sovereignty and territorial integrity of the state. The diplomatic approaches are the priority. The fulfillment of the Minsk Agreements is also one of the priorities for Ukraine in the implementation of the actions for the restoration of the territorial integrity of Ukraine.

The draft law will be submitted to the Verkhovna Rada in September after the agreement with the strategic partners of Ukraine, according to the Secretary of the National Security and Defense Council of Ukraine.
