As I have read , Donbas did not leave the Soviet Union/Russia as part of Ukraine ; but subsequently sought independence from Russia , eventually uniting with Ukraine . They were Russian people operating Russian sponsored industries , that were Ukraine's main heavy industries . Kiev has made a foolish mistake trying to force Donbas into line , with a great loss of essential industrial revenue . Had Donbas been given autonomy it could have been business as usual . In the present circumstances it would be better to give Donbas back to Russia or allow it to have total self rule .
