The draft law of the restoration of the Ukraine’s sovereignty on the temporarily occupied territories of Luhansk and Donetsk Regions and changing of anti-terroristic operation will allow using any military detachments without restrictions of the democratic procedures. Andriy Parubiy, the speaker of the Verkhovna Rada of Ukraine claimed this at the air of ICTV TV Channel.

‘This draft law aims to create the legislative base that will allow using any military detachments without restrictions of the democratic procedures. For example, there can be the conduction of the election. The trade-off alternative is described in this draft law and the opponents and rivals of the military emergency can join together on the basis of it’, Parubiy said. 

He confirmed that the conception of the draft law provides the recognition of the particular areas of Luhansk and Donetsk Regions as the occupied territories and creation of the operational headquarters that will manage the force detachments and local civil-military administrations.

Earlier, Petro Poroshenko, the President of Ukraine claimed that the draft law on reintegration of Donbas was worked out. According to him, the document is based on the terms fixed in the Minsk Agreements. The experts and MPs participate in the working of the draft law.
