TIC was headed by non-fractional MP Boryslav Bereza.

TIC is a collegiate body responsible for monitoring the investigation of issues that are of the “public interest.” Сreation of TIC must be supported by at least one-third of the Ukrainian parliament. Conclusions and decisions of TIC are not decisive for the investigation and the court.

TIC has quite a controversial legal status. A separate law on the TIC has not been adopted; today its activity is regulated by the Verkhovna Rada Regulations.
