Top-10 decisions of the week by Verkhovna Rada: Donbas reintegration, pension reform and NKREKP selection board

The Verkhovna Rada

From 3 to 6 October the Verkhovna Rada took a lot of decisions. Some of them, for example, concerning Donbas, provoked confrontation in the parliament, and as a result there were many scandals and contradictory actions. This was spiced up with emotional political statements and the same actions. Keeping track of all this, one could not pay attention to one of the important, but not bold decisions of deputies. That is why – here are the results.

  • Donbas Reintegration

The ATO can switch to self-Defense of Ukraine; the Joint Staff of the Armed Forces of Ukraine may replace the Anti-Terrorism Center as the head of the state territories protection. A reference to Minsk agreements was withdrawn from the document. Other changes are planned, because the document was adopted only in the first reading - ahead is preparation for the second.

  • Special order of local self-government in Certain Regions of Donetsk and Luhansk Regions (ORDLO) is prolonged for a year

The law is adopted totally. It was already sent to the president for signing. The document contains a regulation on the extension of the special order of self-government in Donbas, as well as the mention that it will work only after the Russian Federation withdraws troops from the temporarily occupied territories.

  • Pension Reform

People who have already retired will receive an increase in welfare benefits. Those who are supposed to go on a pension during the next 10 years will face an increase in the necessary length of pensionable service. The document will come into force after signing by the Speaker of the Verkhovna Rada and the President, as well as after publication in the official publication. But the government promised to raise payments as early as October 1.

  • Russian performers will be allowed to tour in Ukraine after the permission of SBU.

Deputies have laid the organizers of entertainment events in Ukraine under obligation to ask for permission from the SBU to tour for the performers from Russia. Fines for violation are from 160 to 320 thousand UAH. The document was adopted as a law, so it will come into force after signing and publishing.

  • Judicial Reform amended by Lozovyi

In a year, the e-judiciary system will be introduced. Any court will manage to be guided directly by the norms of the Constitution, bypassing the laws. And penalties will be levied from the plaintiffs for the "abuse of rights".

Pre-trial investigation will officially start after entering data in the Single Register of Pre-Trial Investigations (ERDR), so it can last only 3 months for medium-gravity crimes and six months for serious or most serious crimes.

  • Introduction of Mobile ID and electronic signature

"The start of the real digital economy of Ukraine", the head of the profile committee Alexander Danchenko characterized the decision.

The point at issue is about the introduction of technology of Mobile ID and electronic signature, which should simplify the relationship of a person with the state and allow solving many issues with the help of a mobile phone.

  • Introduction of the International Reporting Standards

Deputies adopted amendments to the Law on Accounting and Financial Reporting in Ukraine in general. It involves the expansion of the application of International Financial Reporting Standards (IFRS) to large enterprises and those dealing with the extraction of minerals of national importance.

  • Members of the commission for selection in NKREKP were elected according to the parliamentary quota

The candidacies of Vasyl Yastrubynskyi and Svitlana Holikova received a sufficient number of votes. The deputies tried to solve this issue twice during the last session, but without success.

  • A boycott of holding of the 137th Assembly of the Inter-Parliamentary Union (IPU) in Saint Petersburg

Deputies declared a boycott, urged other countries to act the same way and stressed that the holding of the Assembly in the city of the aggressor country caused immense harm to the authority of the Inter-Parliamentary Union.

  • Session Agenda

At the beginning of the third plenary week of the session, the deputies approved the work plan for almost half a year. The list of 2.5 thousand bills was supplemented by a few more introduced by voting.
