EU assumes that it would be forced to look for another solution if the Netherlands does not ratify the EU-Ukraine agreement. It was stated by the head of the EU Delegation to Ukraine Hugues Mingarelli, Interfax.
"Now Brussels is looking for a solution which would, on the one hand, satisfy the Parliament of the Netherlands, on the other hand, allow us to strengthen our relations with Ukraine. This week, the head of the European Council Donald Tusk and European Commission President Jean-Claude Juncker, were working together with the Prime Minister of the Netherlands Mark Rutte on this issue," he explained.
According to him, it should not give the impression that the EU "just sits and waits for the completion of the ratification process."
"We spend dozens of hours each week with Vice Prime Minister of Ukraine on European Integration Ivana Klympush-Tsintsadze, with its office with the relevant ministries on how to implement in practice, most of the provisions of the Association Agreement and free trade area," said Mingarelli.
"I would not want to have the impression that these two issues have blocked us, and there is no movement forward. This is not true. Now we will implement cooperation programs in Ukraine worth more than 1.2 billion euros. These programs are aimed at support for the reform process in the most important sectors," he said.
Also, dozens of experts are working in key ministries, providing assistance in the implementation of EU norms and standards in order to contribute to the gradual movement of the Ukrainian economy in the direction of the EU's single market.
However, if the Netherlands takes the decision to abandon the ratification process, the agreement will continue to act in a temporary form, the way it works now, and this will be the case for some time.
"But if the Netherlands say that they would never ratify the Association Agreement, then we would be forced to look for another solution. I cannot say what exactly would we decide to do. We then just have to find a solution in order to implement the provisions of the Association Agreement and the Agreement on the FTA in another way," summed up Mingarelli.
As you know, the Dutch parliament has agreed to ratify the document, but at the time of the April referendum, the citizens of this country have spoken out against the agreement. After that, Prime Minister of the Netherlands Mark Rutte offered to include the additional declaration, which must agree to all countries.
The declaration points out that the Association Agreement is not an introductory step to membership of Ukraine in the European Union, the document is not associated with an increase in financial support to Ukraine or with automatic opening Euroallied labor market for Ukrainians.
It is reported that the government in The Hague has the hope that the document will agreed at the EU summit in December 2016.
European Council President Donald Tusk said that the European Union is ready to further cooperate with the Government of the Netherlands to address issues regarding the ratification of the EU's Association - Ukraine.
