By the end of August, Kyiv will purchase 18 million cubic meters of gas at 377 USD per cubic meter from “Ukrnaftoburinnya” private company, the deputy chairman of the Kyiv city state administration Petro Panteleev stated.
Panteleev noted that an agreement with a private supplier is a temporary alternative. The authorities agreed on this until the issue with Naftogaz was resolved. The Cabinet instructed the city to buy gas from “Ukrnaftoburinnya” until the end of August. “The increase in tariffs for the population (due to the temporary alternative, - Ed.) is out of the consideration,” Panteleyev declared.
NJSC "Naftogaz of Ukraine" delivers gas for the needs of the population for 207 USD for 1 thousand cubic meters (without VAT).
The gas purchased at commercial prices will be used in the “optimal economy” mode, Panteleev said. Gas will not be supplied for 200 boiler houses that remain without gas supplies since May. Three thousand houses in Kyiv stay without hot water.
Only CHPP-5 receives natural gas, it serves Darnytsky, Solomiansky, Pechersky, Golosiyivsky districts, part of Shevchenkivskiy, as well as residential areas of Kharkivsky, Poznyaki, Osokorky, Rusanivka, Bereznyaky, and Teremki.
Until the end of August, "Energia" incineration plant stops for planned prevention, Panteleev specified.
In 2017, the capital authorities decided to cease cooperation with PJSC "Kyivenergo", and on May 1 this year its entire complex was transferred to a new enterprise, "Kyivteploenergo." This utility body has organized the supply of heat for two Kyiv’s districts - Darnytsky and Dniprovsky. Back in April, Kyivenergo has announced that all of their employees will be transferred to work in Kyivteploenergo.
It was expected that the utility will inherit the company's receivables and payables. However, on July 19, the Kyiv Economic Court refused to replace Kyivenergo with Kyivteploenergo as a defendant in respect of Kyivenergo's debt obligations.
For its part, Naftogaz cut off gas supplies to Kyiv because of the Kyivenergo’s debts, which make up almost 0,185 billion USD. Because of these debts, Naftogaz refuses to sign a contract for the supply of gas from Kyivteploenergo.
As reported, due to lack of gas since August 1, work of CHP-5 and CHP-6 might be disabled, which were transferred to the balance of Kyivteploenergo together with the “Energia” plant.
