For almost three years of the Russian-Ukrainian conflict in Donbas and the annexation of Crimea, a new social stratum of Ukrainian population appeared - the internally displaced persons (IDPs), in simple words - internal migrants. Starting from March 2014 - and to the present moment their number in the country is increasing. According to the Ministry of Social Policy, as of January 19 this year, the departments of regional administrations and Kyiv City State Administration of social protection included to the lists 1 648 852 migrants, or 1 327 687 families from Donbas and Crimea. According to the department, 1 130 594 families of them asked for financial aid and 1 043 430 families received it.

Despite the fact that for three years the government has failed to develop a system of renewal and protection of the rights of internally displaced persons even in the controlled area, a large number of them continue to leave this territory and move to the free part of Ukraine, officially register their families there. And it is no secret that some of the IDPs, despite the official registration, continue to live in the controlled by the militants part of Donbas, as well as in annexed Crimea. However, a large part of them, in turn, does not notify the bodies of social protection of their relocation.

Thus, we can assume that a certain balance is created and the official figures are more or less close to reality. About how many internally displaced persons are officially registered in Ukraine according to the latest data, the figures for the regions, as well as how many people had time to leave the territory controlled by militants in Donetsk and Luhansk regions and in Crimea, you can read in this article.

According to the Ministry of Social Policy, according to the latest data, 866 508 persons displaced from the occupied part of the Donetsk region, and 528 227 people - from Luhansk region registered in the controlled by Ukraine territory. Another 31 061 people left annexed Crimea. The ministry added that these figures do not include IDPs, who in their statements did not indicate the previous location.

The most convenient, and therefore the most popular place for the registration of IDPs from Donbas is the controlled by Ukraine part of Donetsk and Luhansk regions. So, in Donetsk region registered 452 783 and 44 395 inhabitants of parts of Donetsk and Lugansk regions controlled by insurgents, respectively. In Luhansk region registered 5 072 IDPs from Donetsk region and 214 264 from Luhansk. There are a small number of Crimean IDPs in these areas - respectively 449 and 106 persons.

The neighboring with conflict Kharkiv region also took a significant number of people fleeing from war. On its territory registered 63 293 residents of Donetsk and 109 107 - of Luhansk region. In addition, exactly in this region after the annexation of Crimea are now located 1 348 inhabitants of the peninsula.

A considerable popularity among displaced people has the capital of Ukraine. So, in Kyiv are officially registered 81 325 inhabitants of Donetsk region, 52 210 - of Luhansk and 9 726 – of annexed Crimea. In Kyiv region, these figures are as follows: 28 197; 19 345 and 2 957 persons.

Among the regions that have received the largest number of displaced people, also includes Zaporizhya (79 600, 7 323 and 951 persons) and Dnipropetrovsk (50 239, 16 563 and 1700 persons) regions.

In the western part of Ukraine the most part of all internally displaced persons receives Lviv region. From Donetsk region here moved 5 342 people, from Luhansk - 2 772, from Crimea - 2 359. In the south, most part of new residents took Odessa region - 19 224 people from Donetsk region, 11 755 – from Luhansk and 2 019 Crimeans...

This year Social Protection subdivisions continue to massively register displaced people from the occupied territories. According to the Ministry of Social Policy, in 2017 are already registered 9 824 residents of Donetsk and 4 305 residents of Luhansk region, as well as 313 displaced people from Crimea. The most popular places for registration and residence, as before, remain controlled by the official authorities cities and districts of Donetsk and Luhansk regions, as well as the capital of Ukraine.
