Ukrainian deputies have failed to support the bill on criminal offense again

Two of the three plenary days of the previous week in Verkhovna Rada were dedicated to considering the sensational law on Donbas reintegration. But the deputies managed to make a number of decisions besides it. In the first place stands the introduction of large and small privatization of state and municipal property. In addition, the deputies approved the president's decision to let the foreign military to come to Ukraine for international exercises.

The law on the Anti-Corruption Court was not included in the agenda of the session, although the MPs voted for three times. They did not support in the first reading the bill on criminal offense - both the main one and the alternative were sent for revision.

Verkhovna Rada adopted a law that Russia shall be responsible for non-pecuniary damage caused to Ukraine, its state and local government bodies, as well as for providing security of the civil population. With reference to another law, February 20, 2014 was announced the date for the beginning of the occupation. The administrations of the self-proclaimed "republics" are officially called the Russian occupation administrations. Ukraine will not recognize documents issued in the occupied territories, except for birth and death certificates.

Ukraine takes diplomatic steps to ensure state sovereignty. The anti-terrorist operation will be replaced by the counter-aggression measures. This would be conducted by the Joint Operation Headquarters. The authority of its leader will be approved by the Joint Force Commander on the proposal of the Minister of Defense. The General Staff is authorized to develop the document. The law contains a list of rights of those who participate in countering Russian aggression.

The law on the privatization of state and municipal enterprises means simplification the state objects privatization (the largest objects, which cost more than $ 9 million, and the smallest ones remain in state property).  The law will enter into force on the next day after publication. However, the Verkhovna Rada has also registered a resolution to cancel the adoption of the document, so first the deputies will have to reject it.

Ukrainian parliament has approved the president's decision to let the foreign servicemen to the territory of Ukraine to participate in the multinational exercises in 2018. These are the Ukrainian-American exercises "Rapid Trident 2018" and "Sea Breeze-2018", and other multinational exercises.

In addition to the existing term "missing person", the term "a person that has missed". The bill fixes the right of people to know about the fate of their missing relatives, and also determines the procedure for tracing. The establishment of the Commission on the Issues of Missing Persons is envisaged. The document was supported in general, it will be further developed for the second reading.

The Parliament introduced the term "sports weapons" into the legislation. This is a firearm (except for combat weapons) or pneumatic rifle, emasculated and cold weapons, intended solely for the destruction of targets during sporting events, the parameters and characteristics of which are fixed in the rules of sports competitions in the kinds of sports recognized in Ukraine. Purchasing, storage, and transporting such weapons and ammunition can be performed by the organizations that develop relevant sports. The registration and certification of sports weapons are carried out in accordance with the law. According to the National Paralympic Committee president Valeriy Sushkevych, this law will allow Ukrainian Olympic and Paralympic Biathlon teams to go to the Olympic Games in Korea.
