Corruption dirt in Ukraine's Ministry of Defense: Two senior officials detained

National Anti-Corruption Bureau of Ukraine detained a Deputy Defence Minister and the Defence Ministry’s Head of procurement for alleged embezzlement of $5.7 million

National Anti-Corruption Bureau of Ukraine (NABU) has made a loud statement - Ministry of Defense used a corrupt scheme when contracting fuel and embezzled state funds for the amount of over 5,7 million USD.

In particular, the investigation found that in 2016 the competitive bidding committee of the Ministry of Defense organized a procedure for open tenders for the purchase of fuel, concluding 14 contracts for deliveries of 38 billion USD. After that, the customer and supplier supplemented the contract, according to which the original price illegally increased by 16%.

Two people were detained on suspicion of involvement in the crime: Deputy Minister of Defense and Director of the Department of State Procurement and Supply of Material Resources of the Ministry.

Officially, the anti-corruption bodies and the Defense Ministry do not call their names, but Yuriy Biryukov, the assistant to the Minister of Defense, the head of the anti-corruption committee of the Verkhovna Rada, MP Yehor Sobolev, and several other people's deputies and sources in the law enforcement agencies note that they are Ihor Pavlovsky and Volodymyr Hulevych.

Ihor Pavlovsky. The official is 52 years old. He comes from Pervomaisk, Mykolaiv region. He has military education - graduated from the Far Eastern Higher Combined Arms Command School in 1988, from the Academy of the Armed Forces in 1997, and from the National Defense University of Ukraine in 2010.

According to MP from Bloc of Petro Poroshenko Mustafa Nayem, Defense Minister Stepan Poltorak was his course mate at the Academy of the Armed Forces.

Since October 1983, Pavlovsky works for the Armed Forces of Ukraine. In 2003, he became military commissar of the Alexandria United Municipal Military Commissariat of the Kirovohrad region.

From 2008 to 2009, he served as a chief of staff - first deputy head of the Training Center of the Land Forces of the Armed Forces. From October 2010 to July 2012 - as the first deputy commander of the Southern Operational Command.

In 2012, he became chief of staff - first deputy commander of the 8th Army Corps of the Army. Since January 2014, Pavlovsky has been serving as administrative commandant of the Armed Forces of Ukraine. In April 2015, he was appointed Deputy Minister of Defense of Ukraine.

President Petro Poroshenko awarded Pavlovsky with Order of Bogdan Khmelnytsky of the third degree for "personal courage and heroism shown in the protection of state sovereignty." It is noteworthy that Pavlovsky received this award when he occupied the position of the administrative commandant.

According to the electronic declaration of the official for 2016, he owns an apartment in Zhytomyr (77.90 square meters), and 600 square meters of land in Odesa region area (together with his wife Valentyna).

The family has one old Fiat Tempra (1994).

The only official source of Pavlovsky’s income is the salary. In 2016, he received 19 thousand USD. The wife of the deputy minister works in the Zhytomyr city military enlistment office, her salary 2,5 thousand USD per year, and also she received 1,3 thousand USD as a pension.

The family also has cash savings – 13  thousand USD.

Ministry of Defense of Ukraine

There is less information on the second detainee, head of the Department of the Ministry of Defense, dealing with public procurement issues and the supply of material resources - Colonel Volodymyr Hulevych. He does not own any real estate or vehicles. But the wife Inna is an owner of an apartment (62, 6 square meters) in Kyiv, as well as a Honda (2010).

The total income of Hulevych for the last year was 11.4 thousand USD. The income of his wife - 1 thousand USD. In the bank the family holds 65 thousand dollars.

MP from Bloc of Petro Poroshenko Serhiy Leshchenko was the first who voiced the name of the company, which can appear in the anti-corruption case. According to him, detentions in the Ministry of Defense are connected with "Trade Commodity" company.

Vitaliy Shabunin, the head of the Center for Counteracting Corruption, also says about the same company. "The dates of the crimes and the amount of purchases coincide with "Trade Commodity," the company of Adamovsky - a long-time partner of Olexander Granovsky. This company belongs to the closest circle of president Poroshenko," he wrote on Facebook.

It is noteworthy that three years ago, "Trade Commodity" was known only by some market experts. It appeared in the profile materials of resources involved in the research of the oil products market, as a mini-refinery operator in Kamenske. However, after Maidan, this company became a major trader. In recent years, "Trade Commodity" regularly wins on tenders to provide fuel to the Ministry of Defense.

It is also known that the company was the tenders top-pick for the fuel supply to numerous state contractors, including Ukrzaliznytsia.

According to Pravda.com.ua, since 2016 "Trade Commodity" has won 185 million USD through tenders.
