What happened in Pereyaslav-Khmelnytsky, Kyiv region
May 31, a 5-year-old boy with a severe head wound got into the intensive care of a hospital in Pereyaslav-Khmelnytsky.
At first, according to the State Bureau of Investigation (SBI), police officers determined that the child “due to carelessness, slipped and fell on the asphalt concrete pavement and stone, as a result of which he suffered a head injury.”
However, later, when the doctors performed a surgery and found a gunshot wound to the head, the police “conducted an additional inspection of the scene of the incident” and found Flaubert cartridges, a cup and a can some 70-150 m from him.
After that, two local policemen were suspected of deliberately causing a child a serious injury. They were searched and "ammunition and other weapons" were seized.
At about 13:00 on May 31 two policemen from Pereyaslav-Khmelnytsky Division of Ukraine’s National Police, together with other persons, were on a rest and drank alcoholic beverages in the courtyard of the private sector. The men decided to shoot at metal cans with firearms. They chose an area where other people could be. At approximately 3:30 pm, the police, together with other persons, hit the 5-year-old boy, which caused him serious injuries.
What do we know about the affected child
The diseased boy was Kyrylo Tlyavov. At that day he was playing in the street outside the house with his elder brother and several other boys.

“When the bullet hit Kyrylo’s head and he fell covered in blood, his brother yelled: ‘Kyrylo, don't die, please!’ Everyone hear baby’s cry,” the boy’s grandmother recalls.
After the incident, the child was sent to the intensive care unit of a local hospital. He was diagnosed with severe closed head injury, brain contusion, internal brain hematoma, and a fracture of the temporal bone, caused by a gunshot wound.
On the evening of June 1, the boy was transported to the Kyiv Center for Pediatric Neurosurgery. The doctors performed two more operations and removed a part of the brain, however, they could not remove the bullet from the child’s head – it crushed the bones of the skull and got stuck in the brain so it was dangerous to remove it.
As of June 3, the doctors did not give any predictions. The condition of the boy was extremely difficult (he stayed on the ventilator), and died in the evening.
Suspects in the death of a child
Officially, the names of suspects in the death of 5-year-old Kyrylo Tlyavov are not named, but they are already known – patrol police officers senior sergeant Volodymyr Petrovets and lieutenant Ivan Prykhodko.
Volodymyr Petrovets is 42 years. According to the information of Strana.ua, he was a beekeeper, he became an inspector of the State Automobile Inspectorate in 1999. In 2005-2006 worked at Cobra Special Battalion, disbanded in 2008. After that, he returned to the State Automobile Inspectorate’s office. In 2015, he was dismissed during the reform of the Ministry of Internal Affairs, and then he was appointed commander of the department of the special mission company No. 1 in Kyiv. Since March 2018 he has been working in the sector of prevention of the Pereyaslav-Khmelnytsky water police.
Petrovets has three children: two daughters and son Stanislav. Locals say that at that moment, when the drunken police officers started shooting near residential buildings, he could be with them.
According to Petrovets’s declaration, he has a land plot in Pereyaslav-Khmelnytsky with a total area of 20 thousand square meters. In addition, he has an unfinished apartment building with a total area of 103 square meters and the car Audi A8.
His wife Olga worked in Pereyaslav-Khmelnytsky city council (financial department). She also has three plots of land, an apartment in Pereyaslav-Khmelnytsky with a total area of 65 square meters and a country house of 98 square meters. The total family income for 2018 is 7,000 USD.
The second policeman Ivan Prykhodko is 31 years old.
According to Strana.ua, in 2007 he graduated from the Kyiv Industrial Technical School (locksmith). After the army service, he went to work in the traffic police.
In 2015, he became commander of a platoon in the 5th company of the Kyiv police. In 2016, he was dismissed from the police for inconsistency, and the next day he was restored by the decision of the District Administrative Court of Kyiv and returned to work as a patrol in the Kyiv region. According to some media, Prykhodko is married, he has a son and a daughter. His wife Maryna owns a large complex of real estate in Pereyaslav-Khmelnytsky with a total area of almost 6 thousand square meters.
In view of all this, local residents believe that those suspected would be able to escape punishment.
Reaction of the society
The tragedy in Pereyaslav-Khmelnitsky caused a strong public response. Immediately after the news of the death of five-year-old Kyrylo Tlyavov, on June 3, people picketed the building of the Ministry of Internal Affairs in Kyiv, demanding an effective investigation of the crime, punishment of the perpetrators and the resignations of the police leadership. President of Ukraine Zelensky assured that he would do everything to make people's voices heard, and those responsible punished.
"There should be no mitigation. No attempt to hush up this case. This tragedy should be a lesson. Those who should take care of the safety of citizens should always remember their responsibility. For life. For people and the country," the head of state emphasized.
Investigators of the State Security Bureau prepared and sent to the Holosiyivsky District Court of Kyiv a petition for the election of a preventive measure in the form of detention for a period of 60 days without determining the amount of bail.
This means that in the event of proof of guilt, the suspects face imprisonment for a term of 10 to 15 years or life imprisonment. The court has arrested the suspects for two months without the possibility of bailing. The suspected did not admit their guilt: Ivan Prykhodko said that he is a father himself, he did not shoot in the boy’s direction, and Volodymyr Petrovets said he did not shoot the weapon at all.
Prykhodko’s lawyers asked the court not to imprison him and to conduct additional investigative experiments to determine who of the defendants could make a deadly shot. The investigation believes that it was Prykhodko. At the same time, Petrovts’s lawyer stated two people could not let one bullet out, respectively, his client was not guilty.
