The Cabinet of Ministers established an interdepartmental commission on Ukraine's withdrawal from its obligations under the International Covenant on Civil and Political Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms. This decision was made during the session of the government.
According to the presidential decree on approval of the National Human Rights Strategy, the Cabinet of Ministers, together with representatives of state bodies, local government, civil society institutions, leading Ukrainian scientists and international experts, developed and approved the plan for implementation of the National Human Rights Strategy for the period up to 2020.
The document states that in connection with the continuing armed aggression of Russia against Ukraine and the increase of terrorist activity in the ATO area in Donetsk and Luhansk regions, representing public danger that threatens the life of the nation, Ukraine takes measures to derogate from its individual obligations under the International Covenant Civil and Political Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms.
The right to withdraw is implemented by Ukraine until the complete cessation of Russia's armed aggression, restoration of the constitutional order and legal order in the occupied territory of the country.
The state obliges to ensure an adequate level of protection of the rights of national minorities and indigenous peoples, to meet their ethno-cultural and religious needs.
Earlier in May 2015, Verkhovna Rada adopted a statement according to which in connection with the annexation and temporary occupation of Crimea by Russia and the actual occupation of part of the Donetsk and Luhansk regions, which is a result of the armed aggression against Ukraine, full responsibility for observance of human rights and implementation of international agreements on this territory lies on Russia.
Earlier it was reported that US State Department in its regular annual report on the human rights situation in the world informed that the greatest human rights violations in Ukraine occurred in connection with the conflict in the east of Ukraine and the occupation of Donbas.
