The President of Ukraine Petro Poroshenko signed the law on Constitutional Court of Ukraine as the press service of the Ukrainian leader reported.

Poroshenko noted that the signed document is the part of the court reform that aims to provide the citizens of Ukraine with the right for the fair trail.

He also noted two principal novations of the law: a new transparent competition of the applicants' selections for the position of judge and the possibility of any juridical (excluding the representatives of the state or local self-government) or natural person to appeal to the Constitutional Court.

The Verkhovna Rada passed this law on July 13 and 245 MPs voted for it.

The law provides the possibility for any citizen to appeal to the Constitutional Court with a complaint. It is described who can appeal and the order of the appeal.

The powers of the Constitutional Court are written in the document and the explanation of the Constitution of Ukraine, the determination of the correspondence of the acts, international agreements with the Constitution, the issues that can be discussed in the referendum.

The hearing of the constitutional complaints is written separately. It is noted that 18 judges make the list of the judges of the Constitutional Court of Ukraine and the court is qualifying if there is at least 12 judges.

The citizen of Ukraine who can speak the state language, 40-years old at the day of the appointment; who has the juridical education and experience of the professional activity at least 15 years; who has the high moral qualities  and who is the jurist with the recognized level of the competence can become the judge of the Constitutional Court.

This person cannot combine this activity with any other excluding the teaching, scientific or creative work.

The members of the Constitutional Court should be chosen in the results of the competitions by the President of Ukraine, the Verkhovna Rada and congress of the judges of Ukraine. The document describes the way the selection of the applicants and their appointment.

According to the law, the judge of the Constitutional Court is appointed for nine years without the right to be appointed for the second time.

The security of the judge and the members of his family are under the protection of the state. The law enforcements take measures for the security of the judge and the members of his family if there is such application from the judge.

The most disputable issue is the payment of the lifetime pay to the judges.

The payments to the judges consist of the fixed salary and additional payment for being at the post of the judge. The salary is in the amount of the salary of the judge of the Supreme Court. The additional payments include the payment for the secretary of the board, payment for the deputy of chairman of the court and the payment for the chairman of the court. The lifetime payment included the half of the salary and the additional payment.

Moreover, the judges have the paid holidays for 30 days per year and the company vehicle.

Also, the order of the selection of the ombudsman from the secret to the open voting is changed. It was offered to implement such method many times but only this time it succeeded.
